Vanderbilt's official platform for personal Web presences, based on WordPress. The biggest problem is that it is not very customizable.

WordPress.com: A public available blog service provided by WordPress team. It allows you to create a free account and build a personal blog/website very fast.

Google sites: A service provided by Google. You can login with your google account and create a website using provided online tools and templates.
